Master Plan of the Village of Khandyga

Khandyga, Tomponsky District, Republic of Sakha (Yakutia)

Khandyga is a multicultural settlement established in 1939, where representatives of more than 50 nationalities and faiths live and work peacefully together. Among them are miners, road workers, geologists, reindeer herders, teachers, medical professionals, and entrepreneurs. Thanks to its advantageous location and proximity to natural resources, Khandyga has significant development potential. The settlement plays an important administrative, cultural, industrial, and transportation role. The federal highway "Kolyma" (Yakutsk — Magadan) runs through it. At the time of the master plan development, the population of the settlement was 5,179 people, and its area was 5,210 square kilometers.

A master plan is a high-level territorial and strategic planning tool that ensures the comprehensive development of a territory based on external and internal economic, social, and spatial conditions, priorities, and development directions.

KHANDYGA — A NORTHERN SETTLEMENT OF OPPORTUNITIES, WHERE NATURE INSPIRES, TRADITIONS STRENGTHEN, AND INNOVATION PAVES THE WAY TO A SUSTAINABLE AND VIBRANT FUTURE.

The mission of the settlement of Khandyga reflects its aspiration to unite the best aspects of its unique natural and cultural heritage with modern development trends.

  1. "A Northern Settlement of Opportunities" — Khandyga positions itself as a promising place for living, working, and creativity, open to new ideas and solutions. It is a place where every resident can realize their potential, whether in traditional crafts, entrepreneurship, or innovative technologies.

  2. "Where Nature Inspires" — The northern nature, with its raw beauty, is not just a backdrop but a source of inspiration for residents and a foundation for sustainable development. Eco-oriented approaches ensure the preservation of the region’s unique resources for future generations.

Principles

The main goal of these principles is to create a comfortable and safe environment for local residents, while preserving cultural heritage and natural resources. Applying these principles will allow Khandyga not only to maintain its uniqueness but also to become an attractive place to live and work, ensuring prosperity for future generations.

  1. Maximizing the Use of Already Developed Areas
    Urban planning analysis shows that Khandyga is located on permafrost soils with underground ice formations, which are not ideal for construction. To preserve as much untouched land as possible, it is recommended to develop previously used areas—such as plots left after the demolition of dilapidated buildings.

  2. Human Scale
    Khandyga is a low-rise, accessible, and walkable settlement. Low-rise buildings create a more comfortable living environment, and all key destinations in the settlement should be reachable within 15 minutes on foot.

  3. Development of the Settlement's Strengths
    Khandyga has strong potential in tourism and culture. The master plan includes projects that highlight and develop these promising aspects.

  4. Transition from a Centralized to a Decentralized Model
    Currently, Khandyga follows a centralized model, with most cultural and administrative facilities concentrated in one area. The master plan proposes decentralizing future development to create a more distributed (polycentric) settlement structure over time.

Tourism in the Tomponsky District and the Settlement of Khandyga

Project Goal:
To showcase the beauty and unique features of Yakutia’s roads and draw attention to the importance of infrastructure development in the region. Like Norway, Yakutia is known for its picturesque natural landscapes. However, its roads are truly unique—passing through permafrost, crossing mountain ranges, rivers, and vast forest areas. Yakutia has only three main federal highways:

  • Vilyuy Highway — Federal Road A331 “Vilyuy”

  • Kolyma Highway — Federal Road R504 “Kolyma,” with a length of approximately 1,961 km

  • Lena Highway — Federal Road A360 “Lena,”
    with a total length of 1,152.779 km, often also referred to as the Amur-Yakutsk Highway

Currently, there is a significant lack of convenient and understandable services and basic infrastructure facilities throughout Yakutia. As a pilot project, the route “Yakutsk – Khandyga – Oymyakon” is proposed. The project defines a minimum set of such infrastructure objects. Importantly, most of these facilities are designed to be expandable over time (as tourist traffic increases), allowing for capacity growth.

Along the route “Yakutsk – Khandyga,” in addition to existing ones, the following facilities are proposed:

  • Visitor Center (hotel)

  • Food service points (at stops lasting 40 minutes or more)

  • Picnic stops with restrooms and waste collection points (every 3 hours of travel)

  • Bus stops (near populated areas)

  • Scenic viewpoints (as needed)

  • Unique and culturally significant landmarks (e.g., sacred trees of the area)

As part of this project, it is proposed to establish a visitor center in the settlement of Khandyga. A visitor center is a specially organized facility designed to provide information and services to visitors of a particular place or site. Its main purpose is to help visitors better understand and appreciate the significance of the location, while also providing essential information for a comfortable and safe stay.

The visitor center is located in the middle of the settlement. The site includes a leisure area, parking zone, RV camping area, a zone with vacation cabins, and the visitor center itself. Inside the visitor center, there is a hotel block, a museum, a café, and an administrative section.

The establishment of the visitor center will provide informational support for visitors and serve multiple functions, including education, environmental protection, and the provision of essential amenities. It will also significantly contribute to the economic development of not only the settlement but the entire region.

A key factor in shaping the area’s image is the design code of Khandyga. The design code and visual identity of the settlement have been developed with consideration for both tourism and urban planning functions. The textual logo is inspired by the old entrance sign to “Khandyga,” while the visual style draws inspiration from linocut-style artworks by Yakut artists. The color palette has been selected to reflect the local landscape, incorporating tones such as crimson red.

Projects of the First Phase of Master Plan Implementation

Visitor Center — a specially organized facility created to provide information and services to visitors of a particular site or attraction. These centers are most commonly located in nature reserves, national parks, museums, and cultural or tourist areas. The primary goal of a visitor center is to help guests better understand and appreciate the significance of the place, as well as to provide the necessary information for a comfortable and safe visit.

Why is a Visitor Center Important?

  1. Informational Support:
    The visitor center provides guests with information about the area, routes, rules of conduct, notable attractions, and upcoming events.

  2. Educational Functions:
    Visitor centers host exhibitions, displays, and interactive zones that help guests learn more about the nature, history, and culture of the area.

  3. Protection of Nature and Cultural Sites:
    Visitor centers help minimize negative impact on the environment and cultural heritage sites. Visitors are informed about rules of behavior and the importance of resource conservation, which reduces the risk of damage.

  4. Provision of Amenities:
    Visitor centers are often equipped with facilities such as restrooms, relaxation zones, parking areas, cafés, and souvenir shops, all of which enhance the comfort and satisfaction of guests.

  5. Regional Economic Development:
    Attracting tourists and offering services through the visitor center contributes to regional economic growth by creating jobs and supporting small businesses.

In summary, a visitor center is a vital part of infrastructure that makes visiting interesting places more convenient, safe, and educational.
